The founding foundation of the university, the Türkiye Trafik Kazaları Yardım Vakfı, was established in 1972. Article 3 of the Foundation Charter outlines its goals, including providing emergency medical and social assistance to prevent traffic, work, sports, and other accidents, as well as disasters and emergencies, and offering rehabilitation services. It also aims to cooperate with other institutions and to establish schools, including higher education institutions, to train needed personnel, provide necessary equipment, organize training courses and seminars, and conduct scientific activities.
The primary aim of establishing the university was to determine preventive, protective, and therapeutic principles and methods regarding accidents, disasters, and physical and mental health issues affecting society, as stated in the foundation charter. The university also focuses on raising public awareness about these issues, improving the methodology of health, education, and public services, guiding relationships and behaviors between countries, state institutions, and individuals, and training qualified and competent personnel in these areas.
To this end, faculties and departments of Medicine, Law, Education, Arts and Sciences, and Economics and Administrative Sciences, along with the School of Nursing, Vocational School, School of Health Services, and Institutes, are included in the university's founding law.
